This is the Preston (VFA) senior team of 1930 photographed in their guernsey of that era (red centre and white on the sides). Probably taken at Preston City Oval home ground.

Players identified in the photo are -

Goal-kicker George Surtees (second from left in top row).
Arthur Campbell (fifth from left in top row).
Eric Reichman (sixth from left in top row, Fitzroy 1925, 1927-28).
B.Taylor (extreme right top row).
Goal-kicker Harry Davie (extreme left middle row).
1930 Preston captain-coach Jim Goonan (ex-Brunswick and Carlton) fourth from left in middle row).
W.White (extreme right middle row).
William ‘Bluey’ Summers (second from left front row).
P.O’Doherty (third from left front row).

'Bluey' Summers had won the VFA’s top award - the Recorder Cup - in 1926. Note that Jim Goonan appears to be resting an object (a doll, or maybe the Recorder Cup?) on the head of Summers.
The two suited gentlemen in the back row are
Ernie Hannah (Preston secretary 1926-1933), and long-serving (1926-1947) Preston President, businessman Henry Zwar.
Goonan was replaced as Preston captain-coach at the end of the 1930 season by the legendary Roy Cazaly (ex-South Melbourne and St. Kilda), then aged 38. The 1931 Preston team performed very well under Cazaly and finished third.
Two mascots. Major emulsion damage but no faces obscured.

Ex-Richmond player Jack McCormack moved to Preston in 1930.

Petchell was South Melbourne captain in 1929 and the comparison (South Melbourne) photo here is from the 1929 Australasian. Petchell was dropped by South, apparently because of lack of form, and in 1930 moved to Preston.

The person far right in the back row may be the Substitute for the match rather than an official.

The player middle row second left resembles Richmond (1931-32) and Fitzroy (1932-38) player Wally Gray. A player named Gray appears in 1930 Preston team lists, and the Argus reported a Gray from Preston attempting to transfer to Richmond in 1931.
